The International Coordination Committee (ICC) oversees and coordinates the assistance that UK policing gives to other countries, both at home and abroad.
The ICC seeks to develop international policing relationships more widely with both individual countries and international organisations, such as the United Nations and European Union.
Working closely with HM Government, particularly the Home Office, and a variety of partner agencies, the ICC promotes:
- Security and justice sector reform.
- International engagement to share good practice on a range of issues including monitoring, mentoring and advising.
- Deployment of police officers overseas.
- Transfer of UK police expertise to achieve long-term, sustained development overseas.
- Police training, operational development and advisory support to improve policing both at home and overseas.

International Policing Assistance Service (IPAS)
The International Policing Assistance Service (IPAS) works under the authority of the National Police Chief Council and the Home Office.
IPAS provide a central coordination and delivery function for Non Operational International Policing (NOIP) providing bespoke policing capability to partner countries, bringing transformation and lasting impact. We tailor advice and services depending on the requirement, culture and context of each country. All programmes are prioritised according to the Home Secretary’s international priorities, downstream harm to the UK and supported by the NPCC International coordination lead.
IPAS is the primary gateway for International Policing Assistance, working hand-in-glove with partners to ensure consistency, alignment to strategic objectives and strong thematic focus anchored to the most relevant and externally viable principles and doctrine.
IPAS provide a central coordination and delivery function that provides bespoke policing capability to partner countries, bringing transformation and lasting impact. We tailor advice and services depending on the requirement, culture and context of each country. All programmes are prioritised according to the Home Secretary’s international priorities, downstream harm to the UK and supported by the NPCC International coordination lead.
IPAS is designed to work in partnership across UK Policing, HMG and arms lengths bodies to deliver evidence-based support and interventions including training, advice and skills to global partners. IPAS is a team comprising serving officers, civil servants and commercial staff providing strategic oversight, coordination and alignment of non-operational policing support and assistance.
IPAS is not directly involved in the investigation or prosecution of any UK crime or of any UK focused police operation.
